Just go to microsoft.com and click installation package downloads for free.don't download from any links except microsoft.com. if u din't find it, just find and click Windows Installation Package 3.1 Distrudable.
Copy the entire program to a folder on the hard drive and try to launch it from there. When you are doing your copy go into folder options and make sure you show all hidden files before copying to the hard drive. Then go to the folder you copied it to and launch the setup.

If the registration of theMicrosoft installation engine is corrupted, you may not be able to removeprograms that you have installed by using Windows Installer. In that case, youhave to unregister and reregister the Windows Installer service. To do this,follow these steps: Windows Installer
Start your computer in Safe mode. To do this, follow these steps:
Restart the computer.
After the BIOS information is displayed, press F8.
Use the DOWN ARROW key to select Safe Mode, and then press ENTER.
Use the UP ARROW key and the DOWN ARROW key to select your computer, and then press ENTER.
Log on to the computer as local administrator.
Click Start, click Run, type cmd.exe, and then click OK.
At the command prompt, type msiexec /unregister , and then press ENTER.
At the command prompt, type msiexec /regserver, and then press ENTER.
At the command prompt, type exit, and then press ENTER to close the command prompt.
Remove the software program from Add or Remove Programs.
Reboot the computer, after it beeps start pushing F8. You should get a menu. Select Safe Mode and push enter.

Okay, lets begin. First off you were trying to install .msi packages? Second how new is the computer? Third how much stuff do you have on the computer? Finally forth Have you had any spyware/ viruses? I need this information to continue troubleshooting.
Try the following regardless of the software as this is the common error message provided by Microsoft. Of course this won't rule out either a corrupt installer or incompatibility's
Disable/Configure any anti-spyware or anti-virus software on your system during installation process. For example: Spybot Search and Destroy Program or Norton Anti-Virus
Check to see if any spyware or adware is installed on your system blocking the completion of install process.
Check to see if you find any unwanted entry in Add/Remove Programs or Internet Explorer - Add/On's section (Tools - Internet Options - Programs -> Manage Add On's). If you found one, remove/disable this entry.
