I am certain there are torque specifications but I don't know what they are. You might be able to get them from the manufacturer. Lacking that, determine what the bolt strength (usually indicated by marks on the bolt head) and with the bolt strength and size you can determine what the appropriate torque would be for that size bolt. Too little torque and the head will leak. Too much and you will strip out the threads or twist off the bolt head. A 13mm head is nominally a 1/2", which is not a very large bolt head thus the bolt shank is not going to be particularly large, probably somewhere in the 7 to 9 mm range. Check online for torque specs. If you can't identify the specific bolt strength I would assume it is the lowest normal value for that size bolt. There shouldn't be any particular reason for using high-strength bolts in this type of application.
to be honest I always just snugged them down. Very seldom used a torque wrench. You need to check these often due to the fact that between the cylinders is a weak place for the head gasket. If you do blow one get you some garlock or similar gasket material and make a gasket. will work better and last longer.
There are surely specs, but you should be able to feel the right tightness for these bolts.
It's when the threads just begin to bend-- if you don't know this feeling, and can't find the torque specs, use 15- 20 ft. lbs.
