Question about Dell OptiPlex GX620 PC Desktop
The amber light flashing is a power issue, this is from the Dell Manual :
If the power light is blinking amber - The computer is receiving electrical power, but an internal power problem might exist.
Ensure that the voltage selection switch is set to match the AC power at your location (if applicable).
Ensure that the processor power cable is securely connected to the system board (see page 73).
I suggest you unplug the machine completely from the powersupply wait a few seconds and plug it back in, sometimes this will help with power issues.

If the main power button LED is flashing or solid yellow, this could indicate a hardware problem.
Was it running good before?
Are the diagnostic LED lights all green?
