Well that depends on what is saying that. Does it say that when you plug in a device? It may be talking about the drivers for the device instead of the usb drivers. Your USB may be fine, it's the device that has the problems. However here is something to try:

Right click on My computer, click on manage.

on the left side there should be Device manager, click on that and the right side should show a device tree. the last catigory should be universal serial bus controllers, right click and uninstall all of them, if it says that you need to restart, wait to do that untill you've uninstalled them all. If you are using a usb mouse or keyboard, you will need to find a PS2 mouse to use in the mean time, because this will disable all of your usb for a moment. once that is done, restart. open the same window as you did before and look to see if the catigory came back, if not then right click the very top of the tree (it's your computer name) and tell it to search for new hardware. it will find and install all of your usb.

Either the drivers for the flash drive aren't present (that's rare) or the flash drive itself is bad. Usually that happens when it's pulled out from the USB port without first stopping it (right click the flash drive icon in the taskbar and choose Safely Remove Hardware, then choose that drive, stop it and close the window then pull it out).
Once in awhile, I have seen systems that just don't like some flash drives. Check to make sure it still is good by plugging into another computer to see what happens.

Code 39

hi,
error code 39 stand for (Windows cannot load the device driver for this hardware. The driver may be corrupted or missing.)

Reason
There are several causes of Code 39 errors:
  • A required device driver is missing.
  • A required binary file is corrupted.
  • There is a problem with the file I/O process.
  • A driver that is referencing an entry point in another binary file is unable to load.
Recommended resolution

Reinstall the drivers for this device.

Uninstall and reinstall the driver

Uninstall the driver from Device Manager, and then scan for new hardware to install the driver again.

You may be prompted to provide the path of the driver. Windows may have the driver built-in, or may still have the driver files installed from the last time that you set up the device. However, sometimes, it will open the New Hardware Wizard which may ask for the driver. If you are asked for the driver and you do not have it, you can try to download the latest driver from the hardware vendor’s Web site.
  1. On the device Properties dialog box, click the Driver tab, and then click Uninstall. Follow the instructions.
  2. Restart your computer.
  3. Open Device Manager, click Action, and then click Scan for hardware changes. Follow the instructions.

GMA 4082n device driver not working properly code 39

First go into Setup (usually F1,F2 or del) at start-up. See if your drives show up there. With Windows running, right click My Computer, left click Properties, left click Hardware, left click Device Manager, left click DVD/CD-ROM drives. Also check IDE ATA/ATAPI controllers. Do the drives show up there? If they do right click on drive and left click Update Driver. If they are not there go back to System Properties and left click on Add Hardware Wizard. This will search for devices. It may ask you to insert Windows CD which of course you can not do because the drives don't work. Try a different drive. When you cleaned out your computer did you delete or uninstall Office? That may be what caused this problem. None of this may work but it is a starting point.
