I've got a DOA nuvi 780 that I bought on eBay. It works fine while plugged into car or computer but the internal battery only holds a charge for about 15 minutes. So I guess it's not really DOA but it needs a heart transplant. Or maybe the correct analogy is a FAT transplant since the body uses fat to store ...

Many Garmin nuvi GPS units that are traffic capable come with a complimentary 1 (or more) month trial of the service. After that period is over, a subscription must be obtained to continue to receive traffic reports. The GPS will continue to provide routing and mapping without a traffic subscription however. Only the real-time data will be missing without a subscription.
Pay close attention to which traffic service you get. The MSN traffic service will be going away in the next year or two. The FM traffic service appears to continue to grow. Phone a Garmin Customer Service Rep to discuss your traffic subscription options and possibly active your choice with them over the phone.
In that case take the unit to your security location and it will unlock when you turn it on. You can then reset the pin.
If you don't know the pin or the security location, then the only way to disable Garmin Lock is to return the unit to Garmin: there's a fee for the service and they will demand to see proof of ownership.
If you cannot do this and still cannot remember either the pin or the security location then the unit is totally useless. Garmin Lock is deliberately awkward to overcome as it makes the unit near worthless if stolen.
I agree that they are greedy. I missed the cleverly hidden note that the free update is only valid 60 days from your first SAT synch. I emailed to get an exception, but all I got was basically "Sorry, tough luck buddy. But I'd be happy to sell you an update for $70"
