Sunquest 24s wont do nothing

20 AMP NEMA #6-20R RECEPTACLE is what it calls for.

A 10-gauge wire is ideal for a 20-amp 220V circuit.

They rely on ballasts and sometimes starters to light the tubes. Check the connections and if one ballast does all the tubes. Help in the link

Assuming the ballasts are good, Do a continuity check on the tombstones. If one stab wire arcs out, it could daisy chain down several bulbs. You can also wiggle the wires at the tombstones and see if the bulbs light up. If you replace tombstones, be sure to select the same style shunted or unshunted (electronic ballasts will be shunted).

Do you have a wiring diagram? Did you get those parts from Wolff?

Sounds like it has the wrong lights in it. Check to see if they are marked tanning lights

Have a trained technician to check voltage going to bed and for blown fuse on back of bed. You may have a circuit breaker tripped, but I would bet that you have checked that.

Countdown timers are made to work with bath fans.
Leviton countdown timers are stout product with 1HP rating.

It sounds like timer is bad.
Wiring sounds good. Make sure you don't have Load and Line wires reversed. Try reversing Load-Line wires and see what happens.
Another thing that affects electronic timers is line noise/interference. If replacement timer does same thing, then noise is suspect. Try timer on another circuit without fan. Try another brand timer. Update to newer LTB60 Leviton timer. Use cheap circuit tester from home center to check outlet on same circuit.
