on some blowers you have to remove the front auger sya in order to change the belt. it a pain. look down from the top to see if you have room to slid the belts throw, if not remove the front auger

5 hp should have 20 oz.
1) fill the oil to top of threads (if the inspection cap is threaded into the side of the block close to the bottom)
2) if it has a dipstick, wipe the stick as you remove it, re-insert *do not screw it down, just allow it to set on top of dipstick housing.
*note: you cannot overfill unit on an inspection cap
*** you CAN overfill on a dipstick. Any more than 22-24 oz, the engine will blow it out the valve cover breather hole.

Sounds like you have a broken or partially broken shear pin in the auger.Check along the auger[machine off]and see if there is what looks like a bolt anywhere along the auger shaft. If there is [and there will be] remove and inspect it and you will see why the auger is not working.Next time, never clean out a chute or auger while the engine is running, people loose limbs this way.

I had the same problem with my 5HP Dual stage (C950-520240) Canadian model and found that the arm connected to the traction cable (part #85449 "Shaft Traction Clutch") which forces the friction disk up to the rubber friction wheel had a cracked weld and had bent, preventing positive contact with the rubber friction wheel. The drive wheels would turn if you lifted the back of the machine off the ground, but would not work if under load. First I replaced the belt and rubber friction wheel, but no go. I had to basically disassemble the whole drive assembly to find the problem, very frustrating because you could not see the crack in the arm from head on. I had the cracked and bent arm straightened and welded, all is OK now.
