I've had similar problems on a couple dells i've worked on - what solved the problem for them was flashing the bios with the version found on the manufacturer website, so i would give that a shot

"flashing" your bios is basically performing an update for it. You can do this by looking on the driver download section of your manufacturer's web site. Once you find your particular computer look for a "BIOS" tab and run the version they have posted on the web site. Usually you don't have to do anything after downloading/running it, your computer will go through an updating process and restart, but after that you're done - if of course that is the problem.

Power button is top left corner of keyboard above the "Esc" key.
If you are trying to shutdown from Windows 8, follow these steps:

1. Mouse over the little gadget in the lower right corner of the screen. (You can also move your mouse cursor to the upper left corner; same result. Or, you can press Windows-C on your keyboard.)
2. In the slide-out menu (known as the Charms Bar) that appears, click Settings.
3. Click the Power button, and then click your desired action: Sleep, Shut down, or Update and restart.

Cant take the mute off

If you look at one of your keys, there should be a key with blue letters "fn". This is the function key. Hold this key down and press the "esc" key. There should be a pic of some speakers under the word esc. This should toggle the sound. Here is the link to the user guide for reference.
