Sometimes it works but mostly it doesn't.

This is sometimes what happens when you have the Logitech camera software open at the same time you have your chat software open. I'm guessing that you are trying to chat using Yahoo Messenger or something like that. If you turn off your Logitech camera software, it should work within Yahoo or other software. The problem is that your camera cannot display two video chat windows--only one at a time and most people dont' know that and leave the Logitech software running in the background which prevents the camera from showing a picture to others. If this is not the problem, check the camera on another computer to ensure it works fine with the same software when chatting to someone. If it works on the other computer perfectly, then go to your "hardware acceleration" and move the slider all the way to the left. This will fix the problem quite possibly. If you don't know where that is, just type it into your Windows help and it will show you.
if you have the correct driver ...and it works on other instant massaging programs..like yahoo messenger or so...it means that the problem is from settings and so ...and its nothing wrong with th ecamera ...so ..try to reinstall skype ...

I had this problem myself. After a LONG talk with an HP technician we finally sorted it out.
It was actually down to several programs trying to use the camera at the same time, mainly instant messengers, so the first thing to do is to shut down all instant messengers. If possible, from their preferences stop them running when the machine starts.
Once you've done that, try the HP Quickplay (any of the little buttons) and go to the camera from there. It should work. Sometimes a reboot is required if a particularly obstinate instant messenger has activated the camera but not turned it on, and won't release it.
Are you using Flash Player on MSN? This sounds like you need to turn on access from the flash player setting menu. This sounds like another issue with the latest update of flash player. Also, you might try 'unchecking' the box for 'use hardware acceleration' in the flash player settings.
Check that your mic is not dissabled in the volume properties, but also check that your instant messenger is set to recognise sound and audio.
The best thing to do is to try recording a short video in windows movie maker 2 to check the cam is working ok
