You need to check with the remote manufacturer. On a lot of basic universal remotes there are no codes for combo units.You may need the original remote or a high end universal remote such as The harmony from creative.
A universal remote that has "code search" capability can be used to find a code that will work with your RCA home theatre. If you search through all codes contained in the remote without success, you may have to try another universal remote because all universal remotes do not contain all codes for every device.
Those codes are developed by the universal remote manufactuers. Now if a company builds a remote before a comany builds a machine they will not have the codes to list on their code sheet. You should check the manufacturer of the universal remote for an updated code list

You may need to program the amplifier and the dvd player separately. The codes below are for the URC-9960. RCA Audio Amplifier codes: 1023, 1254, 0531, 1390, 1609 RCA DVD Player codes: 0522, 0571, 0717, 0822
Please note that universal remote controls only have codes for devices released 6 months or more before the remote was programmed. If your Home Theater System is newer than your One For All remote, you may need a newer remote.
I have the Phillips Universal Remote (model#SRU4208WM) and I have the Insignia digital converter box (model#NS-DXA1-APT). The code was 0267. The Insignia converter box is the one the government grants work for.
Since Insignia is really Zenith, a universal remote that can work on Zeniths should do the job. I have this converter box and use a RCA universal remote. I code that works is usually reserved for Zenith satellite boxes (5203).
