1999 VW Passat AC/heat doesn't work? The belt broke this summer? I was told should still blow heat even if no belt?

If you are talking about the belt for the ac compressor, yes the heater should still work.
If the blower is not working, you will need to have the blower motor checked for voltage and ground.

SOURCE: 2004 VW passat not heating

COLD AIR WHEN IDLING COULD BE...
1) Low on coolant - the most common reason for this heater problem. Make sure your coolant level is full.
If the level is low, it could be because the radiator cap is not sealing well or it could also be a cracked overflow container (hot coolant that bleeds out of the engine and drops to the street so you never see the puddle on your driveway).

2) An air-lock in the coolant system - it needs to be burped. Park your car facing-up the steepest hill you can find. Remove the radiator cap a (be careful - best to do when engine is cold) and rev engine to 2000 RPM for 60 seconds - hopefully the air will burp out the cap. Top it off with 50/50 antifreeze.

3) A disconnected or cracked vacuum line. I've heard about this one but never investigated.

SOURCE: heater problems in my vw passat

Try removing he heater hoses going into the firewall(when cooled)and blow the heater core out with compressed air.Or you could have the cooling system flushed.

yes, it's called the load reduction relay and it is in the 13 fold relay panel under driver side dash.

replace your fuel filter first. If that does not do it, then try an air-flow meter. (if the check engine light is on it may be an airflow meter.

Probably not, make sure you get all the air out of the cooling system, which is called "bleeding". Too much air and no heat. This link might help...http://www.passatworld.com/forums/42-volkswagen-passat-b5-discussion/276774-timing-belt-cahnge.html

To clarify - - if the truck has rear and heat, you have two heater cores and two evaporator cores. The evap cores carry the freon.
If the leak is in the evap core in the front, the price is probably right.

My AC Belt is gone due to the pulley lokcing up and broke. My mechanic told me I do not need to repair this until summer if I want. SI this true? Does the AC pulley and belt only control the AC? Thanks

The a/c belt is separate from the other belt that runs the water pump, p/s pump, and alternator. So yes you can wait until spring/summer to deal with it or if you have the finances available take care of it now. I tend to take care of things as soon as I can. that way problems don't stack up and I have to fix a bunch of problems at the same time.
