Have you updated any software, drivers, any hardware changed? Have you reseated the monitor cables? Changed the resolution? When it's in safe mode the resolution is different, you can check it in Display Properties, by right clicking an open area on the disktop and selecting Screen Resolution, then boot to normal desktop, check screen resolution.

SOURCE: PC won't Start windows normally
You can attempt to undo this through the use of System Restore.
I am going to assume you are on Windows XP, So start your computer in safe mode without networking.
Once you are in the desktop you are going to use System Restore. Choose a date in time on your computer before the incident happened.
For more information on the system restore utility go here:

Note : If you have Windows Vista ,read about this utility here:

SOURCE: windows will not start up
choose start windows in Safe mode, if it starts then everything will look big, don't worry about that for now. Then go to Start>accessories>system Tools>system restore and choose a date when you know that everything was working normally, when it has finished restoring the computer will restart. If asked choose start windows normally.
I hope this helps
