Question about Xerox WorkCentre PE16 All-In-One Laser Printer
There is a small fuse on the top of that cartridge that very often comes off in shipping. Look on the cartridge and see if the fuse is in place.
That fuse MUST be there to reset the machine toner count. Without it, or if it is out of position , it will not make contact and blow to reset the toner cartridge.
That is the way the machine knows you have inserted a new cartridge, it momentairly sees a short, and bloes the fuse resetting the toner cartidge count.

What has most likely happened is the fuse either fell out of the new cartridge or is not making good contact. Look on the top of the cartridge, there is a sliver and glass fuse that is supposed to be on the cartridge to reset the toner counter.
Be sure that fuse is there. If it isn't the cartridge will not reset.
If thats the case you can replace the fuse with a good one or contact whoever you purchased the cartridge form for a replacement.
