Sounds as though your transmission is starting to go out. The worse it gets the slower it will get till it just seizes up for good. If you want to replace it look for a refurbished one as it will save you about 100 bucks but it is expensive. I hope this helps and good luck.

It's possible that the tub didn't drain properly in the allotted time and the remaining water is slowing your drum from coming to maximum extraction speed.

You may either have a broken motor coupler (connects the motor to the transmission) or the clutch/brake assembly is slipping. To test the motor coupler start a cycle, if it fills and agitates, the coupler is ok. You can check the clutch/brake by selecting the spin cycle, open the lid and press the lid switch down using a pen. When the motor starts check for either a very slow spin or give it a boost by pushing the inner drum clockwise and see if it picks up any speed. If it spins just a little, the clutch/ brake assembly is slipping and will need to be replaced

try to use a low spin speed with loads like rugs, and try to get as even a load as possible. (ie: not just one rug) Don't wash rubber backed rugs, as the backing can break up and clog your machine.
Now, if you are successful washing with the lowest spin speed, you can hold the " Spin Speed " button in while pressing on the power button. Release power button. Now release the spin speed button. Now, press the spin speed button until the next higher spin speed from your last successful spin. Press start. Your washer should now pump out and attempt to reach the new spin speed, without adding any water. (usually about a 14 minute pump and spin cycle) Don't expect to be able to spin out rugs at a high spin speed.
I believe the dampness is due to slow spin speed as you also have concluded. And I suspect that partial winding of the motor is the culprit. Hence, replacement is in order.
As to your concern why the agitator also operate during the spin setting, it could possibly be stuck or locked agitator dogs. Agitator dogs function is better explained here by another FixYa member, jsrock516.
