Shut down the system, disconnect every thing you
can possibly disconnect and remove the battery.
Press and hold the power button for 15 seconds.
Reconnect A/C power and try to boot up.

Follow the steps mentioned below to boot in normal mode.
1: Once you are in the Safe Mode, Click on Start and then Click on Run.
2: Type msconfig (you will see system configuration utility).
3: Click on Boot.ini tab and check for the Boot Options.
4: You will see Safe boot options check.
5: Uncheck it then click on apply and then ok.
6: Now your computer will boot in Normal mode.
