    Laptop Model? OS?. It sounds to me like a performance or a video driver issue.

    Try updating your video drivers.

    Does your laptop have plenty RAM or is it getting lack of it?

Coukld be a mouse driver issue. If you have an external mouse, make sure the drivers are loaded for it. Any mouse will work on a laptop, but some of the functionality will not be there if the drivers are not loaded. Also try hitting the pgdn button to see if you are having the same problem. If you hit the pgdn button and every thing is fine, its the mouse driver.

That is a common issue with Internet Explorer. You need to update it to a newer version or install Mozilla FireFox.

This is common problem if the graphics drivers are not installed correctly or not installed at all. Try reinstalling graphics drivers. If you do not know where you might find graphics drivers for your notebook, you can download them here.

Screen transition while scrolling


Seems like a problem with the video card driver. Can you check if Windows is using "Standard VGA Driver" video? (Right click the My Computer Icon, select Properties - Hardware - Device Manager - 2x Click Display Adapter.) If you can identify the video card/chip of your computer (Example Nvidia or ATI), you may need to get the appropriate drivers to optimize your display.

Scrolling problem


It's likely to be a drivers problem rather than a card problem. When for some reason the Microsoft VGA driver gets loaded instead of the proper display driver, all the acceleration functions of the card are disabled. This can lead to the hiccupy scrolling you're referring to.

From control panel, go into display and see if your monitor is on either "(unknown device)" or "VGA compatible display adapter". Both indicate that Windows has forgotten the driver. If this is the case, go to Toshiba's website and redownload the driver for your machine, and that should resolve the problem,

Check your video card drivers are installed correctly.
If unsure, the reinstall them again, it won't hurt the system and there are probably new drivers out for it anyway.

Scroll problems page waves and ripples,wont jog down line by line


This can be caused from 3 different problems.

1. your hard drive is corrupt and the temporary memory or the system RAM is corrupting your video output.
2. Compressing files and deleting them may have caused your data to be accessed slower.
3. Your video card is dieing and needs to be replaced.

Replacing any of the hardware items listed above will not be worth it in comparison to buying a new PC. Plus it's most likely your old PC isn't going to work much longer if it's a Hardware Problem. If you don't have a lot of money and want a quality computer go to www.mindblowingidea.com/ComputerRescue to get a new PC. Anyway I'm sure you will get it figured out. If your afraid of Vista you should know Computer Rescue does not sell Vista. They sell XP and Linux.
