Question about JVC AV-27530 27" TV
There is about a two inch section on the top of the screen that seems to reflect the image.(upside down) Sometimes as the tv is on longer it seems to reduce in size. It only started about a couple of weeks ago..

Your described problem is indicative of a failing or near end of life capacitor in the vertical section. The capacitor (often called pump capacitor) would be in the neighborhood of 100uF 35V and physically near the vertical IC. In some JVC models, the vertical IC would be an LA7838 or LA78041 usually a single inline package on a heat sink.
Cost wise, the capacitor is relatively cheap a dollar or less. What would be more challenging is getting access underneath the PCB to de-solder and solder in the replacement.
