SOURCE: Dell latitude Cpi LCD screen Backlighting?
What do you mean exactly?
To increase or decrease the backlight brightness use Fn-key(next to left Ctrl-key) with up and down arrows.
There is not some key-combination to turn off the screen, you can make your computer turn it off after some time (if you're using XP this can be done in control panel->Power options), or just close the lid :)

You will have to take the machine apart somewhat, or at least to the point of being able to disconnect and remove the usb port. Here's a link to the D600 service manual download. It will guide you through the breakdown process.

Try a CD ROM lens cleaner. If it fails then I suggest you buy a new one. It is easy to change it: there is a release switch at the bottom with a screw. Open it and remove the old one. Slide the new one into its place.
