There are some fan models (particularly with a remote control) that use multiple cycles of a single power switch to select the operating mode. For example, if you simply flip the switch on, you get the fan. If you flip it on, then off, then on again within one second, you get the light. If you flip the switch on - off - on - off - on, you get both. The trick is to do it fast enough so the internal power circuit doesn't run out of capacitor charge and forget what you're trying to get it to do.
I've tested these timers. Here's what to do: 1) Connect green to bare copper 2) Switch has 2 wires. For now, connect these two wires to timer-black and timer-red. Choose either one. 3) In back of wall box are white neutral wires twisted together and covered with wire nut. Timer-white wire connects to these white neutral wires. This action gives power to time clock. 4) If wall box does not have white neutrals described above, then connect timer-white to bare ground wire. Bare ground connects to neutral busbar in breaker box. 5) Turn on power and click manual override button or switch. If lights turn on, timer is wired correctly. If lights do not turn on, then reverse timer-red and timer-black wires.
White is your neutral so white goes to white. Blue on the fan is for the light kit you need to wire that to the wire from your switch so it works the lights. Black is the hot wire that is always hot not switched so tie that to the wire that is not on your switch. Green is ground so green to green. white to white / green to green/ black to black/ red to blue/

Orientation: Your original switch had 2 wires plus bare ground. One of these wires is Hot, the other goes to Load. You said original wires are Red and Black
How do you find Hot wire? -Your original switch had 2 wires. -Remove timer from box. -Pull original 2 wires out where you can test them -Turn on power -Use regular tester -Tape tester leads to wood sticks so your hands stay away from voltage -Power is on -Test each original wire to bare ground wire -When tester lights up, that is Hot wire ... this wire connects to Black wire on timer - The other wire goes to Load so it connects to Red wire on timer
How to test for Neutral wire Test Hot wire to your white wires - No need to untwist them. When tester lights up, that is Neutral White wire from timer connects to Neutral. Green goes to ground wire.
How to reset timer I'm not sure which timer you have. Probably GE 15086. Reset is small round button below HOUR button. Use paper clip and push-in reset until timer flashes 12 o'clock.
all of the white wires connect together and to the white house wiring (neutral from ceiling) ..also the neutral or return wire for the controller (may also be white) .. then the black house wiring(or red if you have an external wall switch) is connected to the controller wire marked AC or AC input .. the output marked "lamp" on the controller connects to the blue wire that goes to the light bulb (or bulbs) ... the output called fan goes to the black wire of the fan motor .. the green house wire goes to either a bare wire, green wire or a green bolt that is screwed to the metal of the fan.. thats the safety ground ...
That is dificult to follow .. here is the usual wiring plan for ceiling fans .. green to green or bare and mounting bracket ... ceiling black and red are live from the switches, fan and light.with a remote you really only need one of these , so cap off the red and use the black as your input to the remote .. the neutral to the remote should be the white .. there are only 3 wires from the fan so I am assuming that there is no light , or the light will be activated from the remote .. the black for the fan and the black for the lights connect to marked wires on the remote. .. lights out, fan out
or looking at your description .. ((Remote wires = Neutral in(Black) white ceiling wire, Live In(Black) blaxck ceiling wire, Light out(White) blue Fan/Light wire, Fan out(White) black fan/light wire, Common(White) white ceiling and white fan/light wires.
This would mean that that constant power to the fan and light is not wired through the switch right, or not wired into the switch at all. Most ceiling fans that have a light kit will have a Black, White, Green, and Red wire that comes from the ceiling and hooks into the fan and light. If it was done correctly, then the Green wire would be ground, the White is your neutral which is hooked to the other White wire, the Black wire is usually power to the light kit which will also hook to another black wire, and the Red is to the fan. Sometimes the Red and Black are reversed. If any of these wires are wired wrong, that could possibly lead to a constant power to the fan and light kit.
If you don't want the to use the remote you don't have to, but you don't have enough wires to switch the upper light, the lower light, and the fan. You can, however, switch the upper and lower lights together if that's okay. In order to do that you'd connect the white from the ceiling box to the white (neutral) on the fan, then the green from the ceiling box to any green(ground) wires on the fan, then the black from the ceiling box to the black(motor) from the fan, then the red from the ceiling box to the blue and orange (lights) from the fan. I'm assuming that the black and red in the ceiling box are also in the switch box where the fan/light control switch is going. Those are the ones you'll connect to the controller.
One black wire on the switch hooked to the black sources wire. The other black wire on the switch hooked black up to the fan. The green on the switch wire goes to the bare wire. If there is bare wire you can use the white wire.
Hook the fan's wires up as follows:
black = black (hot)
white = white (neutral)
green = green or bare copper wire (ground)
red = not used, so cap off (hot)
The red wire is for a light kit. You may have a second switch on the wall to control this. Usually, the ceiling fan will have a red with a green tracer wire that goes with the red wire. If not just cap the red wire off and don't use it.
