Go visist XDA's forum and look up the rooting guide for your device. HTC is one of the better manufactures that actually allows for easy rooting.

My tablet is locked & dont remember the pattern. Would like to save my pictures if possible

sorry but you cant save your photos without unlocking the screen. the only way to get back on it is to factory resore. ( if there was a way to take the photo's off without unlocking the screen there would be no point in having the screen lock security )

How do I remove the latest KitKat update from my tablet? I have android 4.4.2 version

Which tablet do you have and is it boot locked?
in most cases you can't downgrade you device unless you have rooted it and or unlocked the boot loader (this does void your warranty if you do either of them)

Rca tablet will not boot

Here are some common reasons tablets wont boot:
- SD card full or corrupted
Remove SD card (if you have one in your tablet) and try to boot

- Corrupted OS / Application / Data
Try a reset
If your tablet is rooted, you can often boot with the bootloader and wipe the application data.
re-flashing the firmware of the tablet works 99% of the time.

Android wont pass android screen

Barbara,
Most Android devices come with the ability for recovery. Normally, you have to hold one of the volume buttons down while powering on the device(try them one at a time). If you get a screen that says something about download, try the other volume button.
Once the device has booted to the "special recovery" menu, you'll think you've went back in time, as you'll be presented with a quite archaic looking interface which is controlled, usually by one of the volume buttons to scroll through the options and the POWER button acts as an enter key. Be on the lookout for an option that says something about "restore factory settings" and go from there.
The boys over at XDA Developers are amazing at coding for these little devices, as they all use them every day and make them better, sometimes faster to use. If your device isn't under warrantee, I HIGHLY recommend "rooting" the device (unlocking and replacing it's ROM (OS) with a more efficientcooler one) and installing Clockwork Mod Recovery. This replaces the screen mentioned above with a pretty decent menu. Also, all the rage in rooting these days is TWRP, which adds an option of booting from one of multipe ROMs for whatever mood you happen to be in that day.
Good luck and happy recovery to your little bundle of Android joy!

My 9" android wont charge

Melody,
I'm going to make a lot of assumptions here but...
I assume your tablet will boot up with the power cord plugged in but not charge nor hold charge. If this is the case, you may benefit from this. Most Android devices come with the ability for recovery. Normally, you have to hold one of the volume buttons down while powering on the device(try them one at a time). If you get a screen that says something about download, try the other volume button.
