That signal the fact that the power source is in protected mode - a component has failed in the tv and now acts as a short. When the power source tries to start the failed component starts to draw so much power that the voltage drops; this trigger the protection system of the source that shuts it down to save it from frying.
To fix the tv you will need to open the tv and test the voltages on the output rails of the power source to find out which one is triggering the shut down. Then just follow it to the failed part. This requires a good electronics experience.
In your tv the most usual part to fail is the sound board: the radiator on the audio amplifier is undersized so the amplifier overheats and fries. The sound board will have to be replaced - a $250 job at a repair shop.

9-if the tv is still under the manufactuer warranty i would definitly give them a call. If it is a Sharp tv I would call the 1-87-BESHARP. I would also try unplugging the tv for at least 2-3 minutes and seeing if the tv will reset itself. Usually what happens with these tv's when the light blinks it locks the tv as a security issue. If the unplug does not help it will more than likely need service to get this fixed for you. The call line hours are M-F 7am-7pm S-S 9-5 and they will be glad to help you from there.

Your power supply board is dead, u know basic electronics' and soldering? Most of the times, the power supply board just have dead leakages gases capacitors.These capacitors always bulges up on it top,or puff up on it top.Replaced these gases leakages capacitors will get your TV power stable,and work again.Or tries websites like Shopjimmy.com,Ebay.com to buy a whole refurbish power supply board for the replacement.
