... Unless I am holding the nursery unit directly to my mouth and speak into it... I have already tried disconnecting and reconnecting several times... (it is new and has never worked)... Thank you!!

I have the same problem. I'm guessing mine is broken and will need to be replaced. However i did read a possible solution on a site with slightly different instructions to the ones in the box that describes how to pair the two devices together.
turn both the nursery and parent units off.
turn on the parent unit.
hold menu for 5 secs until it beeps.
turn on the nursery unit.
the parent unit waits for the signal then pairs.
if the nursery unit just waits 20 seconds then beep beep beeps and turns off i guess yours is broken too. I think its probably the nursery unit has stopped transmitting.
they will replace or repair a unit that less than 12 months from date of purchase with a supporting receipt.

I had the same problem getting the cover off. On the bottom there is a small hole in the middle, what looks like a screw hole. I put a pen down in there and then pushed hard in the direction of the arrows on the bottom. It finally slid open.

In fact, it is NOT the little "screw hole" which releases it. If you push a thin pen in there you are actually bonding the cober to the base. It is the two flat plastic tabs right and loeft of the hole which need to be depressed before you pull. You need good fingernails, stick them into the line between the cover and the matching part of the base just above the tabs and pull in the direction of the arrow, making sure your thumbs are NOT holding the cover that you are trying to pull off. It really is incredibly awkward and very poor design.
