Pulsating hard drive on startup and off

Dell Dimension 4600 OS=XP Pro
When powering up the computer, the hard drive pulsates and the LEDs flash. I have to hold the start button in, and it will finally start.
When shuting down the computer, sometimes the hard drive will pulsate, and again I have to hold in the start button to shut down.
Any ideas?

To eliminate a software problem, I installed another hard drive with the same operating system, and the problem still existed.
I also flashed the BIOS with no results.

The most logical conclusion is that the problem lays with power supply.
A new power supply was ordered today.

Update browser, update Flash player, update Shockwave. If still nothing, you may need to add a Java Runtime Environment- or update your existing one.

Computer acts like it in standby mode will not power up, made a weird noise according to my daughter and quit

Test your PSU or replace it if your power supply units fan is not working your PSU is faulty

One bad lead can cause a computer to continue on a cycle or to shutdown or fail to detect/ boot up a computer hard drive

Test all leads that attach to your hard drive including electrical extensions,IDE,SATA

the leads from your ((motherboard to your hard drive)) make sure they have a secure connection and are not faulty or just replace them there probably old and faulty
make sure all leads that are attached to your drives dvd\cd 3 1/2 inch floppy have secure connections and are not faulty even the electrical extensions or just replace them they are probably old and faulty a computer needs its connections to have an end so any faulty leads will end up with a computer error

hope this will help

Dimension 1100 not booting. In Boot sequence screen, says "Hard drive not installed"

Your hard drive is probably toast and needs to be replaced and Windows reloaded.

Make sure to check your BIOS settings first and make sure the drive is showing up in there and it's not deactivated.

Dell Dimension 4600 model DMC has no power

The power supply is a good place to start, as it is easily checked by a local tech with a load tester and readily replaced, usually for about $30.00. It's possible the power switch itself has failed, but this is more unusual, particularly if it worked well before. If you didn't have the system plugged into a good surge protector, the power supply is what would take the hit.
Here's a good troubleshooting article that may help to shed further light on your situation, but I'd take the power supply or desktop in and have somebody take a quick look. A reliable shop will test it for free, and be happy to supply you with a new one for a moderate cost plus installation.
Then buy her a surge protector so it doesn't happen again, or worse...

I hope this information allows you to resolve this issue. If you need further assistance, please post back with a comment to this thread.
If I've managed to answer your question or solve a problem, please take just a moment to rate this post....thanks!

Hard drive

Make sure your jumpers on your hard drive are properly set. Also, test another cable to rule out that your IDE cable hasn't faulted. You can also go into your bios settings on startup and check to make your hard drive is detected, if not run the auto detection and see if it is seen then.
