We have Partner 18D and you can only make these changes system-wide on extension 10 or 11. This change affects the whole phone system and changes the time on everyone's phone. It is set up this way to make sure only the person assigned as the phone administrator can change the system functions.

Press Feature 00 (zero, zero) from station 10 or 11. Press left intercom button twice, press #103, and then enter time in military format (24 hr). Press feature 00 again. This is all done with the handset down.

Which voicemail system do you have? You will need to have the admin reset that mailboxes password, which requires that you get into the admin part of the voicemail system.
