Coolpix Cameras are tricky to use with chargers. I will assume your USB Charger EH-69P is 100 - 240V 50/60 Hz so it CAN work in many places around the world with an adapter. Do not go over 240V or you could damage it.
These cameras like to have the power supply connected when it is on to charge - meaning if you have it connected and you plug the charger in the wall it will NOT charge. So if you plug the charger in the wall first and then plug the cable in the camera it will work. The camera is actually ON when it charges and I never REMOVE the memory card when it is ON.
When you have a dead battery. Plug the camera in and make sure the ON LED lights and the Charge LED flashes. Then don't mess with it. Let it charge completely (Charge LED stops flashing and is OFF) and then unplug it. It will turn off. Then later you can turn it on.
The internal battery charger may have failed and is not charging your battery. External chargers are inexpensive. Buy one and charge you battery on that and see what happens. If the camera works with the externally charged battery, I would do nothing further. Why pay for a repair that you can live without? If that does not solve your problem, the camera may need to go in for repair.
yes replace both ,batterry and the charger,thath way youl be shure and the new battery must be charge for 12 hrs ...

What happened is that the camera got turned on in your pocket or somewhere and the lens got jammed trying to open up. The problem is that the outer lens ring is not turning all the way and the camera doesn't fully load.
Solution 1: Put the camera into the charger, press the power button so the green light is flashing, unplug it from the charger. The camera will try to realign its lens. (You might have to do this a few times.)
Solution 2: Manually help turn the outer lens ring clockwise when it turns on.
I had that problem and found that plugging it in to my pc and downloading the photos ticking remove photos from camera worked I think it is because I filled the memory card. plus the camera charges while attached to pc.
