a 6ya expert can help you resolve that issue over the phone in a minute or two.
Best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.
the service is completely free and covers almost anything you can think of.(from cars to computers, handyman, and even drones)
click here to download the app (for users in the US for now) and get all the help you need.

Usually this on/off feature comes with the manufacturer drivers. If (I'm assuming you are using windows) the OS was re-installed, it just uses a generic driver which does not include advanced options. And MSI seem to not provide this driver (I've searched). Maybe there is an option for it on their System Control Manager. You can download it here:
In LINUX, it is a bit more complex, because it is not easy to get a specific driver for the touchpads .

you should have the touchpad drivers installed, the synaptics program icon on the bottom right corner of the screen, if you don't have it, the touchpad software/drivers and probably not installed and the computer is using generic drivers. the synaptics program, icon, you can right click on it and turn off the tap to clicp ability.
You should also be able to disable the whole touchpad with a FN+F1-f12 combination, its one of the buttons, might not be a feature on all the laptops out there tought so if yours doesn't have it, or none of the buttons do it, then it probably doesn't have it.

SOURCE: I can not disable touchpad
Go to the Control Panel. Under the 'Hardware and Sound' options, click 'Mouse'
Since you have a Dell laptop, you'll have a special tab called 'Dell touchpad' in the window that pops up. Click on the touchpad picture in the window.
In the new window that appears, click 'Device Select'
Click on the 'Disable' radio button to disable the touchpad completely. If you want to disable the touchpad of your Dell laptop only when an external device like a mouse is attached, check the last option that says 'Disable Touchpad/Pointing Stick when external USB mouse is present'
That's it. You've disabled your laptop's touchpad for good. If you don't find an option to manage your touchpad in Mouse settings, you have to install Synaptics drivers from here. Similar options can be found in other laptops as well.
Good luck ! if your problem is solved don't forget to rate

SOURCE: my elan touchpad is not
There is a FN + Key (F9 for me) Hotkey to disable the elan touchpad on ASUS Laptops.
This might be the problem if someone activated it by accident.
Also the correct drivers might be missing.
You can get the latest drivers on ASUS Homepage
