Canon Imageclass 2200 won't print
1st thing for you to do is to press the "System Monitor" button in the bottom right-hand corner of the touch panel. This should at least tell you why the red light flashing.
I'm guessing that it might be printer related, and not with the toner, because you mentioned that you can copy, and if the problem was with the toner you wouldn't be able to do anything.
As for the printer problem, thats a tricky one. Printing on that model of machine is optional, meaning that its a piece of hardware that needs to be printed and fitted to the machine. The easiest way for you as a user to see if the machine is capable of printing is to press the user mode button (star with the head shape around it), press "system settings" > "network settings". In this display if there is a button marked "IPX/SPX" then the machine is capable of printing. if there is no such button then it cant print.
In the case of the IPX/SPX button being present, the chances are very good that the printing problem and the flashing error light are related.
A very simple check to do as well is to press the user mode button, and then print settings, and settings. go to paper feed and look for an entry marked "override A4/LTR", and make sure that it is set to on. From experience I can tell you that 90% of print problems that I've had to deal with on this model was because of this setting being off.
If none of the items that I've given you seems to work, the only other advice that I can offer is to read what the system monitor tells and follow the corrective steps, also given by the system monitor in some cases.
As for the manual download, unfortunately I cannot help there
