It is a rubber gasket that is leaking, Pull the cartridge with a cresent wrench. There will be a paking nut on the top of the cartridge where the handle connects. You should be able to remove this with a pair of pliers. There will be a rubber o-ring inside. Take that to the hardware to to find a replacement to it. It wont be hard to match they keep tons in stock at ace or lowes

if memory serve's me,you will need to remove a stem extension,screw in center,and you may need a tool #103462 to remove cartridge.1'st stem ex't is red,(hot) blue (cold), remove, look down,white piece w/ 2 notch'es, this hold's cartridge down, ya might try needle nose plier's to remove,a little lube help's upon re assembly, carefull w/plastic thread's

There should be a small hole under each lever handle. Inside the hole is a handle setscrew. Use a 2.5mm hex wrench to loosen, not remove, the setscrew. turn the screw counter clockwise to loosen, and then the handel should just pull straight up and off the faucet. It is possible that you installed a bad valve cartridge, it would not be the first one. It is also possible to over tighten the cartridge retaining nut, rare, but it can happen. In either situation you need to call KWC and ask them to send you a new cartridge asap. They are usually very easy to work with. If you need further assistance please let us know.

This faucet is designed to run full open and has no adjustments for lowering the flow. I would put something around the handle to keep the lever from opening completely maybe some pipe insulation or tape. Now you could get into the hose connection where the filter screen is and make a small washer type deal with a small hole in it to restrict the flow.
