So you're right it is really a common problem with this phone. Well actually it's with this phone on an ATT network when you're receiving a pic message from someone on a different network, such as verison. As far as I know there is no way to "fix" this but there are a few ways to work around it.
If you're sent a file that you really want to see you can either email the file from your phone to your email and then download it to your computer or send it from your phone to your computer using bluetooth if your computer has it. (be sure to remember that often you have to highlight the file you want then change it's options to be bluetooth recognized so that your computer can see it)
Then change the file extension to .jpg and VIOLA!
Here is another work around gleened from the ATT forums that I found worked as well- Hope these help!
""So here is the fix - it worked for me. My phone (and yours) has a email style address. The format is : firstname.lastname@example.org (email@example.com) Have your friends that use other networks create an additional contact in their phones for you using this identity. They will be able to craft a text as usual, attach multi media or photos and send to that address. Your phone should be able to translate/diplay the media. It worked for me. If you dont know the address of your phone I'd be willing to bet that someone at ATT customer care can find it for you.""

If you want to send message with a picture attached, it means you are sending MMS..To send or recieve MMS you should should have a MMS SETTINGS, think you dont hace MMS setting in your phone.
My advice is ask the operator to send the MMS settings, they may send it through air and save it to your mobile, restart your mobile and you should able to MMS after then...
Please leave me comment, if you need further assistance
