Sometimes folks will actually run the microwave empty (which is very dangerous) when they actually mean to just use the timer.

You can download GE owner's manuals and installation instructions here. It may come in handy in the future.

There should be a "mini-manual" (tech sheet) hidden inside the unit behind the control panel or hidden on the left side behind the grille, which is very helpful when troubleshooting, testing, and locating
components.

To remove the controller, see this 5-minute YouTube clip.

When this operational error occurs, the magnetron gets too hot because there's no load, and its protective thermal cutout (MGT TCO) will open, interrupting all power.

Then when it cools to a safe level, the oven will work again.

Sometimes the TCO fails and has to be replaced, and sometimes the magnetron gets damaged from the heat depsite the protection of the TCO.

If the MGT TCO is okay, also check the fuse, and the oven cavity TCO.

Accessing the oven cavity thermostat for testing and possible replacement will require you to remove the oven from the wall and take off the outer cover.

If so, the installation instructions are very handy, and it's best to have two people since the microwave can be heavy and awkward.

SOURCE: GE Microwave quit

Hats off to your 20 year old GE machine. That is the the longest lasting microwave I have heard of. When they finally go out, they are done, there is nothing left to even do with them. Most of the parts are obsolete. However you might find a appliance store that still has one similiar to yours in their backroom that they use for spare parts for those like you who might need it. You might take it to them to see if it is worth repair.

I can say this, after 20 long years, the machine will cost more to fix, and for what you will spend on repair, you can buy a different one that can also be energy effiecient.

Sounds like the problem is in the high voltage. Most common would be magnatron, capacitor and diode. For safety reasons this should be checked by a professional. Look in your owners manual because some high voltage parts have a longer warranty than 1 yr.

The first thing I would suggest is a hard reset. Unplug the unit for a minute or so. Then plug it back in, set the clock and try again.

SOURCE: Ge microwave model JVM1190WY buttons work but does not cook

The problem you are having with your microwave is a common one. Not heating is a problem that can be caused by three things. I'll list the most common solution first, the magnetron that actually does the heating is what is making that noise and has gone bad. It is possible for you to also have a bad high voltage diode that has opened up, solution two, or solution three is the high voltage capacitor is not working properly as well. From my experience with microwaves I am positive that it is your magnetron that is bad. If you are not do it yourselfer you'll need to take it to a repair shop to replace. However, if you know how to use a screwdriver and can unplug a couple of wires with spade terminals on them, then you can take it off yourself, find another one and replace it the same way you took it off. The magnetron sits behind the control panel of your microwave but on top. It has cooling fins on it and has 2 terminals maybe three depending and make and model that plug into it. It has 4 screws that are easy to get to that actually holds it in place. If you do not have a good local source like an electronic parts supply place then you can find the right magnetron at www.mwoparts.com. Be sure you always unplug the microwave before touching or trying to take the he cover off and then when you take the magnetron off also.Good luck and God bless.

The most likely problem is the magnetron. Check your warranty in owners manual, I believe you have five year warranty on magnetron.

Check the internal ceramic fuse on the circuit board. Sometimes one section will work while another won't. I'm not sure if this model has a rear mounted thermal fuse, but the models with the inline thermal fuse will cause a similar issue.
