Question about Logitech Harmony 890 LCD Remote Control
When I press on, it turns the lights to the brightest setting. I added a setting to then turn the lights off but it only turns them off after I it turns the lights all the way up. How do I get it to not turn the lights up?

The new firmware that you can download and install automatically when you're hooked up to your computer to do programming has an option that changes the time on for the "glow."
Perhaps updating your firmware and then managing the remote will produce a change that will then have the glow turning off.

Did you try updating the remote through the desktop software? Something might be wrong with the firmware that an update could fix.

1- Remove the battery from the Harmony Remote for 10 seconds and insert it back in, and test the remote to see if the screen is displayed properly. If this does not fix the issue, please proceed with the following steps.
2- Make sure you have the latest Logitech Harmony Software (version 7.6.0) installed on your computer.
3- Connect your Harmony Remote to the computer. Run the Logitech Harmony Remote software on the computer and Login to your account.
4- Click on the "Downloads" button at the top and select "Firmware"
5- Remote will go through the firmware update, which will put the Harmony Remote back to Factory Default with the most updated firmware. Then software will ask you to select "Yes" to update the remote and click on "Next" to do a remote update, which will take the information on your account with your Devices and Activities and bring them into the Harmony Remote.
6- If this Firmware Update process does not fix the LCD screen issue, try doing a Firmware Update in "Safe Mode". To do this; remove the battery from the remote, press and hold the "Off" button on the top of the Harmony Remote and insert the battery back in to the Harmony Remote. Screen will display "Safe Mode" and then please follow the steps 3 through 5 again.

I cannot find a specific troubleshoot manual for Lutron dimmers
So I suggest 4 things:
1) Feel the dimmer switch for heat >>> if it is getting hot (not warm), then that dimmer is dangerous, so remove dimmer immediately, add up your total bulb wattage to make sure you're below the 600 or 1000 watt capacity of you model dimmer
2) Look at the list of manuals shown at link, and make sure your dimmer matches the type of bulb you are using. Your dimmer model number and wattage should be printed on side or back of dimmer.
3) These dimmers use electronics to control the lights. Electronics go bad. The higher the wattage controlled by your dimmer, the more heat, and the shorter the dimmer life.
4) Short in the wires. Replace your dimmer with one from Home Depot and see if the condition persists. If it does, then a short is probably somewhere in that circuit. Troubleshooting a short is another long answer that needs more wiring detail ... please repost if you have a short.
