It's not possible, even if you had installed a mobile tracking software, you can somehow locate it (not 100% if the finder directly flash the mobile), but you can't do anything with the handset. Did you assign any lock code or sim lock? If there's sim card, you can block. Call the customer care of your Network Operator and tell them the problem, they'll block the Sim card with the specific Sim Number. If you need the Mobile Number, you can still use it, the other one will be blocked. Good luck. Thanks for using FixYa.

You need to factory reset the mobile means You need to unlock it from factory lock..You can get the Unlock code here

It's not possible, even if you had installed a mobile tracking software, you can somehow locate it (not 100% if the finder directly flash the mobile), but you can't do anything with the handset. Download software such as black list or Adv. call Mgr from ovi store, both allow you to block numbers on your mobile phone. Hope this helps
