I have had no luck in repairing things like that as they are so cheaply made they are not made to last. You might want to see if all the wires are fastened to where they are suppose to be by wiggling each one of them.

Sounds like the angle of the plastic inside of the arms is off a bit. The plastic is probably rubbing together. If the toy is new, return it. If not, try removing the arms and putting some sort of oil or lubricant in it. The toy may be beyond repair though. Hope this helps. Rate my solution please

There's a small wire inside the speaker that broke on mine. I matched one from another fisher price toy and cut wires and dropped the new one in and good as new..
You can visit service.mattel.com and search for the product. There you can download the instructions. As far as the controls go, check that the wires are all the way in (gently tug and push). If you do need to replace the handle bars, you can purchase them at store.mattel.com.
