The phone must be jailbroken to install cydia. However, the is/was a web site you could go to to view what apps there were on cydia, to help you decide whether it was worth jail breaking your phone. Unfortunately I don't remember the link to that site. Do a search or just jail break your phone.
<p>To Cydia app, you need to jailbreak your iPod Touch.
Jailbreaking is the process to access the Unix file system on your iTouch. This
access allows you to install third party applications that are not manufactured
or approved by Apple, such as Cydia. Depending on how you can unlock your
iTouch have Cydia installed. However, if Cydia is not installed, you must
download and install Cydia application itself. To do this you need to get Cydia
Installer (which will be on your iPod Touch, since it is jailbroken). Once you
have Cydia on your iTouch, you will be capable of various applications such as
downloading games, programs, call blocking and different skins. <br />
<p>1. Touch the "Cydia Installer" on your iTouch. Tap
the "Sources" icon. <br />
<p>2. Tap "Edit" then "Add". <br />
<p>3. Type "apptapp.saurik.com." This screen will
refresh your sources. <br />
<p>4. Tap the icon next to "Install source Saurik." <br />
<p>5. Touch the "System" to open the folder, tap on
"Install Cydia". <br />
<p>6. Wait until the application is fully charged Cydia, click
"I Agree" after reading the terms and conditions. <br />
<p>7. Tap "Upgrade Essentials" for the latest updates
for Cydia for download. <br />
Go into Rock app, cydia, etc.. and go to manage.
then on the right click into it and it gives u the choice to "reinstall,remove"
click remove to delete off ur iphone or ipod and reinstall if you are having problems with the app.
Step 1: Uninstall Cydia Substrate and Substrate Safe Mode
This should completely remove Cydia Substrate and any of its dependancies. This means that many of the tweak and apps, if not all of them, will be removed from your device. This is okay, we'll reinstall them later. Step 2: Reinstall Cydia Substrate
This will automatically pull in Substrate Safe Mode along with it. Step 3: Install a known working tweak
I recommend using Barrel, because I can vouch for it working on 64-bit devices.

Afterwards, you can start re installing any other tweaks and apps that you rely on. Remember, though, that if they haven't been updated to support the hardware in Apple's newest devices, then they may not work.

basicly you need to do a software restore or update on your Iphone. When using Itunes 8.2 you can just select your Iphone and in the summary select either restore or update. I would recommend that you update it seeing that the software version 3 does allow mms
Try to reinstall a jailbroken version of the iPhone OS.
Do not (ever) use reset to factory if you need the device to be jailbroken to function (e.g. in case you are using an officially unsupported operator/plan)
