Welcome to Fixya! Good Info. for Tomorrows Repair! The brush roll is driven by a cogged belt, the brush roll will also have these cogs. If they look all right, then check the end of the pump, it has a dual pulley on it, one for the flat pump belt, and the other for a cogged belt. If the cogs are wore away or that part of the pulley broke off, then you will have to replace the pump. That pulley only comes with a pump.

The reason your brush is not turning is because your belt is probably broken or something is clogging up the brush and causing it to stop spinning and may be blocking suction. Usually on the side or back of the vacuum it will tell you what belt size to use, and all you have to do is find the size of your belt number and look on this site and you can purchase it from there: http://shop.ebay.com/items/?_nkw=vacuum+belt+for+bissell&_sacat=0&_fromfsb=&_trksid=m270.l1313&_odkw=vacuum+belt&_osacat=0
Then you can go to www.youtube.com and type in how to install a vacuum belt, and if you want to save money, you can do it yourself.

You may want to try one of the places on this link. I suspect the roller brush is jammed or has a broken belt. As far as no suction, make sure that the 'rinse water' tank is properly seated and that it's seal and the seal behind the big clear plastic plate in front aren't leaking. That's a common problem on these. Good luck.

You need to replace the pump belt, that is why the water is not dispensing and you need to replace the brush belt, that is why the brush isn't spinning. Here are the belts you need.

Brush not turning and no suctions !

If the cogs on the belt and brush roll are ok, then probably the cogs on the pulley are worn off, or the pump isn't turning, is the flat belt ok? If all of this is ok, then replace the pump, part # 2107181If no suction, is the black oblong gasket on the top of the clear window. It seals the gap between the tank and the window, no suction if it is gone. Also should be a red plastic screen on the edge of the tank lid, it may be clogged.
