SOURCE: I have an IBM Thinkpad
To activate the wireless capability of this laptop you need to press these keys on your keyboard , try to press just Fn + F5 Click "Turn On.
After doing that and still the wireless not working check if you have the software/driver installed for your wireless adapter , you an check that out under device manager.
If you have device manager open and you can see there the wireless adapter right click on it and click uninstall and then once done restart the computer.

When I had this problem I found that if I turned of my "guest user" login and had just the Admin running it worked fine, so if you hv a "guest user" running then turn it off and restart and try that way.
