The solution to your problem lies in one of the following three areas:
1.) Your dell vostro 1550 charger is faulty and is therefore not able to pass power to your laptops battery.
2.) The charging connector on the laptop has come loose from the contacts. Therefore a bad connection.
3.) Your battery is faulty.
I think possibility 2 is the most likely, although you will have to test possibility 3 by removing the battery and plugging in your charger and seeing if the laptop powers on.If it does power on then that rules out possibility 1 and 2 leaving a faulty battery.

Probably the power charging circuit on the motherboard.
The question is, does the battery actually charge, no matter what the screen says? If it's a Dell charger, a Dell battery, then it should work. Some 3rd party batteries cause this message, but in actuality, the batteries seem to charge for the most part.
