I guess I'd need just a bit more information. Are you not able to connect to anything or are you seeing popups you don't want? Have you scanned your system for viruses? If you can not remove the proxy then there are several possibilities.
1st - Make sure you are logged in as the admin of the system you are trying to make changes on.
2nd - check for viruses.
3rd - if no viruses, make sure that you haven't been "browser highjacked". This can happen several ways. A big indicator of this is that your browser can be removed/changed/or otherwise modified but it continues to go back to a specific browser proxy. The reason is sometimes located in your "scheduled tasks" Look for things that are obviously not correct. In particular, anything that sets your proxy or runs an unrecognized dll.
