Try opening the Scan function from the computer and pull it from the MFP printer instead of being at the scanner trying to push it to the computer. Your Brother DCP 7020 would have to be on the same network and installed on the computer you are trying to use. Check your usb cable, Ethernet cable or if wireless - check the Wi-Fi connection settings (network name and correct passphrase).
Install the software (Brother MFLPro0 relevant to the printer. If you do not have the original CD download the appropriate suite from Brother Solution Center. When you install the software you will be asked to choose USB, or Local Network. You can always install the USB and connect the printer to the calculator through USB. Different installations for different connection types (USB, LAN) After you configure the software, you can open the Control Center 3 software and use the fax. To be able to fax, you need to connect a telephone cable to the port marked line. After you do try pressing the unhook button. If connection to the phone line is correct you will hear the tone. The MFC can fax without being connect to a computer, just the phone line.

There is a USB Plug at the rear of the Printer, Using the correct cable connect it into the USB Port of the computer.
Then Follow the instructions on the screen of your computer.

I dont think you have the network set up in the correct way. You should be using a wireless router. If it is a 4 port router, your computer network cable should be in port number 1, the printer can be be wireless or cabled into port 2 of the router. This way you have the internet and can still print wirelessly to the printer and so can anyone else.
Try a new cable and a different USB port. It's possible dirt is making for a bad connection or that the cable is slightly damaged and this other computer is more sensitive to the problem.

You need to isolate the problem. You tried using multiple cables and reinstalled the printer driver several times, but you never mentioned that you tried connecting the printer into another computer. What if the problem is the USB port of the computer and not the printer cable?
Try connecting and installing the problem printer into different computer for testing purpose only. If it work, then the problem is the USB port of the computer. To fix this, try updating the USB driver of your computer.
If same problem occurs using another computer, then you need to contact the manufacturer of your printer. I've heard this problem before and I don't have an update if there's a fix with it.
