Are these new? if so take them back to the place of purchase with your receipt as proof, and I'm sure the people there will find a solution for you.
If, on the other hand these are out of warranty, then buy rechargeable Lithium batteries, and your problems are solved, they cost a little more, but that's because they're the best.

Double check against all the instructions - in particular, make sure the batteries are charged according to "before first use" spec, that the volume is turned up, and that the squelch (if fitted and not automatic) is adjusted properly. If it still doesn't work, take it back to Wal-Mart. If the product doesn't work, there's no need for the packaging to be in good condition - it's not as if they'll be needing it to resell the goods to anybody else. A.

Sounds like the radio was subjected to electrostatic discharge. If you have your manual, and it describes a way to do a "master reset" on the radio, follow the instructions. This usually involves pushing down on one key while turning the radio on. Otherwise you have to find a licensed dealer for factory service, as there is no way to repair the radio yourself. The use of surface mount technology still confuses many Techs unless they have been to a company's two or three week seminars.

first confirm the battery is in properly. then your charger should have an output equal to your battery power, e.g. if the battery is 3.6 v make sure your charger is at least putting out that. make sure the contacts on your charger are making contact on your radio.
