I found the same numbers on my Singer, but learned that the 13608M is not the serial number. I finally found it on the bottom of the machine. It typically begins with either a single or double letter. You can find the Serial No. and Year of Issue at http://www.singerco.com/support/serial_numbers.html. You can also order a replacement manual. Another helpful site might be http://www.ismacs.net/Singer/singerdates.html.

If you can remove the cover on the left side you will see the presser foot bar. On the bar there will be a screw that may be loose. Turn the handwheel until the needle is all the way down and lift the foot manually until just before it makes contact with the needle clamp and tighten the screw on the presser foot bar.
That should do it.

Years ago, my second Singer  foot control "went", out of warranty. Singer weren't very good with parts for older models, and the sewing machine guy had to find another foot control and I had to do a lot of rewiring.
Anyway, if you go Online and look for your local Singer stockist, the part number should be there.
