I have seen lots of LCD Screens cracked or broken on an LG Shine. A replacement screen can be bought for around $20 from Ebay. And the process of replacing it yourself if rather simple. All you need are a small philips screwdriver and a plastic tab (guitar pick) or a fingernail.

Did the "charging" icon appear on the screen? If not it sounds like the mini usb port on the phone is not working. Bring it back and get a replacement phone. But, make sure you didn't accidently plug it in wrong first. It will go in upside-down if you force it (at the phone-end of the cord). Wouldn't want that hanging over your head.
