Main board is most likely but that is an educated guess--problem with all these is you can only check so many things and then have to guess and try a board.
look for the colour code on the resistor and then look it up on a chart ,different values between a silver band and a gold band but the value is the same its just the % tollerance ,gold band is a lower tolerance
That sounds like you have a power supply fault. If the mains fuse has blown on the chassis, check the Switch Mode Chopper Transistor and dry joints around the transformers. Be careful replacing the chassis in the case as the join gives problems! Hope this helps.
When DP52449 (chassis 01 - that is important!) does not power on and the front LED flashes every 15-20 seconds you have a faulty main board, which you need to replace or get serviced.
try to fine tune your tv using the remote control, or, if you had knowleged in electronics adjust the sound IF transformer using a wood stick or plastic don't use a metal in adjusting the IF
