I'm sorry to tell you your hub cannot be fixed. I have one just like it and have taken these things apart and repaired simple factory errors as loose wires and the such.
You should get yourself another Targus brand USB hub. They are good and quite reliable

Most USB hubs do not need an external power supply, except when a connected USB device draws more power than the computer/laptop USB port can supply. In this case an external power supply will need to be connected to the USB hub.
Normally this would be a 5 volt power supply, but make sure the polarity on the connector matches the power connector on the hub, check the label on the hub, sometimes it states to power requirements of the hub as well as the polarity on the connector. Normally the pin on the hub's power connector is positive (ie. +5V)

Firewire/USB 2.0 hub works perfectly with my1999 G4 Sawtooth Mac running Panther. If you are not esthetically offended by the Compaq logo on the hub, you will be a happy camper. This hub comes with the usb 2.0 and firewire cables included. The inclusion of the cables constitutes a significant savings. Comparable hubs do not include the cables which are pretty expensive to buy.

Perhaps the problem is not with the powered USB hub but rather the USB port it is plugged into, or the cable connecting them.
Plug the USB hub in using a different USB port on your system or connecting it using a different cable to see if that makes any difference.

sometimes you have to plug a usb into these to get them to respond if this does not work try plugging it into another USB port. If this does not work than look at the wires they may have come unattached
