the truth is that you can unlock the phone ,but you can't unlock all phone for free.
The payment sites are very cheap you could try it out and see.

It'll also reinstall the phone firmware and reset all passwords. PS: Once you give this code, there is no way to cancel the operation unless you remove the battery from the phone. Most phones the security code is the last four digits of your cell
phone number. If that's not it, try dialing *288 and pressing 1 when
promted. This will reset your phone and then the security code should
be the last four digits of the phone number. This is at least the case
with MOST cell phones. If not, bring it to the nearest store location
of your phone provider and they can reset it

Normally this is a network issue. You might be experiencing internet problems. Go to your settings and there should be a section for updates. Do a PRL and profile update.
