Hi there. You may have to use a keyboard toggle command, hold down Fn and if you can see a wireless icon on one of the F keys press it. Hopefully the wireless will activate and connect. If you can't see the keys post back with the make and model of the laptop.
On Dell computers it is rare that the XP install disk properly reinstalls your Network Card drivers. If you have the Device Drivers CD that came with your dell (usually a blue or gray disk) you can install the drivers (usually a Broadcom or Intel NIC /LAN or Network Interface driver) then your PC can "see" internet connections. The CD will show you all the drivers you can install with a check mark next to each that apply to your system.
If you do not have the CDROM, go to support.dell.com on another PC and enter your system tag# (on the bottom or back) and look in "Network" and find the driver there. There are a few options so you might need to try several drivers till you find the one that works. 90% of Dell pc's come with Broadcom so try that first. save the driver to a disk or flash drive and run it on the PC in question.
You also will likely need drivers for the video card and chipset as well.
If you REINSTALLED FRESH you will have to REINSTALL ALL of your Drivers and Software as you wiped them out. If you just upgraded, you can use the System Restore option under START - ALL PROGRAMS - ACCESSORIES - SYSTEM TOOLS to set the PC back to a date before you upgraded. That is provided you have a system restore point set.
I had to reinstall XP like 6 months ago, on a dimensions 3000.just reinstall the drivers. here i think this is all of the drivers. just start "Dell Driver Reset Tool.EXE" and run "Sownd driver for 3000.EXE" driver for vga "Intel(R) 82865G Graphics Controller.exe" and the Ethernet driver "Intel PRO100 VE Network Connection.exe" Click Here for a zip of all the drivers.
