I can not get a network signal while i am in safe mode
Safe Mode is only for troubleshooting and internet may not work, because Windows loads with minimal drivers. Hence hardware will fail to load.
There is a Same Mode with Networking option.

This sounds like a driver issue, probably the network driver since it doesn't work in Safe mode with networking (assuming that the internet is connected there). Try 'last known good configuration'. If that doesn't work, boot into safe mode and try to restore to a previous date.

Have the registry cleaned so it will operate again
Or preform a system restore
That is the only 2 things to do unless your a PC GEEK that knows how to remove a fault in the registery

Use the program that came with your wireless card. Do not let windows do the job. You will find this in your wireless settings. Is it the wireless device that came installed in your computer or an external device? Look at the wireless card and let me know what brand it is. This will help me with your problem. On your laptop you will have to take some screws off of the back to get to the card. Make sure that it is hooked up.

I have a older dell laptop with xp and a wireless card.I had the same problem.
What you need to do is.
1- On your other pc, log into the router by opening internet explorer and typing in 192.168.1.1 in the address bar.Hit enter.
password = password or admin.
2-Once in the routers page find the wep key in the wireless page,write this key down.
Make sure wireless is enabled.Log out of router.
3-Now start your laptop,once started right click on the nework icon in the lower righthand side.Scroll down to view available wireless networks.Find your network and highlight,click connect.
4-Now you will need to enter the wep or security key in the boxes,this is the key you wrote down earlier.Then click connect.
Now windows is managing your connection,once your connected update xp to service pack 3 and install all latest security updates from windows update.
