If its a remote start harness, then it has to plug into the ignition harness. try the back of the key cylinder ( thats where your ignition harness is)

Need to know how to diable the security system on a 1998 subaru legacy outbak. At this point we cant get the car started because of the security system has us locked out

If it's an Alpine system; turn the ignition on,off,on,off,on,off. The car can start on the fourth turn. If it's a Cod alarm:
Programming or Overriding the Alarm when you have lost the remote
Open driver's door.
Turn ignition key to 'On'
Press and *hold programming button* in (see diagram, button under dashboard)
After 15 seconds the the door locks will cycle 3 times. Do not release Programming button
Press lock (left) button the remotes to be programmed. The door locks will cycle one time.
Exit programming mode by releasing Programming button under dashboard and turning key to off.

Code Alarm Programming Button is under dashboard on the kick panel by the driver's left knee, left of the steering column. If you can't find it, it might still be tucked up in the wiring harness higher up in that same general area. The botton is recessed in a plastic ring (see diagram).
This button must be pressed while programming remotes or if the battery was disconnected and the lights are flashing.

a system that old will most likely have a stater disable built in. You will need to get to the ignition harness, and find the main starter wire which will be cut in half. Put that wire back together, and also check the ignition harness plug. After time sometimes they get loose directly behind the ignition cylinder where it plugs in.

If you need step by step instructions to wire something, you shouldn't really attempt to install a security system, as it will tie into almost every important electrical system in the car i.e. starter, door locks, lights, etc.
However, if you know how to get the lower portion of the drivers side dashboard off, and how to cut/splice a wire correctly and aren't color blind, you should be able to follow the installation instructions that came with the system. The wiring diagram for your car is:
