I have a Samsung DLP Model HL-S466W TV, I am getting a poor DH picture on the TV. I had Samsung out to work on my TV 2 years ago regarding this same issue, they replaced the color wheel and lamp. How can I determine which part i need to replace to resolve this issue?

I don't know where you got the information that burning could not happen but that is completely wrong. If it is a monitor, tube tv, LCD/LED, DLP or any other kind of viewing device it can burn. With that out of the way if the lamp warning is coming on then it is time to replace it but your image problems are deeper than that. The screen appears to be separating. By that I mean there are three layers and sometimes more depending on the manufacturer that display color. Think of it like saran wrap laired on top of each other. As they get old or of poor quality they start to separate and show some pretty funky imaging. Without the TV in my shop I most certainly cannot 100 percent say for sure that this is it but I would strongly consider this as not fixable.
By poor color quality, do you mean that if you turn the color control all the way down, the black and white picture is more like black and red, green or blue - or do you have a good black and white image? If the B&W image is good, and the TV is an old (8+ years) one, maybe the mirror inside the set needs a good cleaning - especially if there are smokers in the room. If you have a B&W picture that is tinted, then you may have to go into a service menu to adjust it back to a better picture. Hard to guess the problem without more specific description of symptoms.
Most likely the tv projection lamp life are ending. The tv projection lamp been inside this tv like 1 1/2 or 2 years?Tv been on watches like 4 or 5 hours each day?The tv projection lamp life are ending, require a new tv projection lamp.
There is a mirror system and lense within, the mirror is much harder to get to... there is a chance when you were changing the bulb your hand smudged the lense... look inside when you inserted the lamp and check the lamp itself...
If you are receving your HD via a cablebox, check the volume and audio settings in the box's menu. Some boxes have internal volume controls. If the level coming out of the box is below a certain level, you may experience low or poor sound quality. You can also check the audio settings to assure that they are set to the original settings.
your husband is correct it is most likely your color wheel very common and it will effect the picture. what will happen soon is your tv will not turn on.
