The short answer: No

The long answer: You will need a device that will handle call control. That can be an ISR router (gen2 example: Cisco 1900, 2900, or 3900 series) that runs Call Manager Express, or a Cisco UC5XX Box (or even full blown CUCM, though you will still need an ISR to get out to the PSTN). The switch will work great for the infrastructure side of things though. It is capable of layer 3 routing, voice VLANs, QoS, and PoE. But you WILL need something for call control.

E1 or T1 to pabx to router to softphone

Yes, configure second Cisco E1 port to simulate you telcom (network side) and connect it to PB, and first Cisco E1 to your telecom provider.

On Cisco router configure voice ports, and number manupilation, so you can catch any call and redirect it anywhere (Voip, Telco, PBX).

I tryed that with Ericcson, and it didn't work until connections where like these
telco <-> Cisco VoIP gateway (E1x2) <-> PBX

PBX's are not very flexible, Cisco is.

Hardware Problem

Probably a bad power supply. Is it getting through power on self test? Any LEDs illuminated when you power it on? Best way is to first connect a terminal configured at 9600,N,8,1 to the console port and then power it on. If you see it running through self test in a few (10-30) seconds, then it's starting up, watch the screen for any errors. If not, then your power supply is probably shot.
